Summary: Implement the Procurement process, from facility perspective, such that all policies, procedures and regulations are maintained. Responsible for coordination of all Procurement activities such that all programs, initiatives, cost conservation and plant/regional/corporate synergies are maintained.
Essential Duties and Responsibilities: Including the following, and other duties that may be assigned.
o Manage the daily plant Procurement process.
o Provide site training and instruction of all personnel for Procurement systems use.
o Provide for all of the Procurement activities for the facility.
o Responsible for the administration of formal programs to reduce costs, provide quality assurance, remain environmentally sound, remain safety minded, all consistent with overall company Procurement strategies.
o Manage supplier interface, strengthening vendor data base, through the use of visits, technical conferences, while maintaining and assuring high ethical relationships in self, company and community environment.
o Responsible for shipping and receiving and able to operate forklift.
o Provide recommendations to Regional Procurement Management on formal programs addressing policy, expenditures, ethics, opportunities, and total cost conservation.
o Participate directly in the Procurement process when expenditures and/or economic impact may be involved for the facility.
o Negotiate, administer, extend, terminate and renegotiate contracts so as to assure the most favorable costs, consistent with or better than specified quality within the time schedules all to insure maximum total value is obtained.
o Formulates and coordinates procurement proposals. Maintains sufficient records of proposals and contracts.
o Directs and coordinates the activities of workers engaged in formulating requests for proposals for the facility.
o Evaluates, monitors, or reports on contract performance to determine necessity for amendments or extensions of contracts, and compliance to contractual obligations with in the facility.
o Advise Planning, Maintenance, and Operations departments of the facility for contractual rights and obligations.
o Arbitrates claims or disputes occurring during performance of contracts.
o Analyzes price proposals, financial reports, and other data to determine reasonableness of prices.
o Assure compliance with all governmental regulations, company policies and acceptable business practices.
o Serves as a liaison officer to ensure fulfillment of obligations per contract.
o Compiles data for preparing cost reporting.
Position Requirements
Written and oral communication skills commensurate with interfacing to other management, and senior management.
• Associate’s degree is preferred, plus 5-7 years related experience and/or training.
• Business, Procurement, or Engineering or experience related to the construction, power, or industrial environment, especially in steam or electric production, preferred
• Computer skills including MS Products.
